The Village of Cloudcroft council meets this Tuesday, February 17, at 6:00 p.m. Here is what is on the agenda.
“Pending litigation”
The council will enter closed session to discuss 'threatened or pending litigation regarding Chris Swanson,' according to the agenda.
Swanson served as interim Police Chief starting December 2024 and was the village's sole officer from April through early July 2025.
Former Mayor King and then-Police Chief Rolando Hernandez confirmed to the Reader in July 2025 that Swanson had been placed on administrative leave.
A termination memo dated August 13, 2025, obtained through a public records request, shows Hernandez fired Swanson for 'performance not meeting agency standards.'
Water Infrastructure
The council will consider a resolution to authorize grant funding from the Department of Finance & Administration (DFA) to purchase heavy equipment. A Water Trust Board project for storage, conveyance, and delivery is also on the agenda.
The engineering firm CDM Smith is slated to present the scope of work and fee recommendations for wastewater treatment plant work.

Appointing Pastor Larry Evans as chaplain for the Police Department;
Employee raises;
Appointments of representatives for the Southeastern Regional Transportation Planning Organization and Southeastern New Mexico Economic Development District Council of Governments (SNMEDD, COG);
License agreements for the Cloudcroft Art Society and Cloudcroft Art Workshops;
The appointment of Jessie Willett for the Parks and Recreation board;
and Lodger’s Tax funding recommendations.
