El Paso Man Convicted in Crash That Killed Cloudcroft Mayor-Elect’s Son
Details on the verdict, which comes as Wiley prepares for public office.

An Otero County jury has convicted an El Paso man in the death of Roger Wiley, son of Cloudcroft’s newly elected mayor, Gerald “Dusty” Wiley, and Vicky Wiley.
Jeffery Saint Louis, 29, was found guilty on Dec. 5, 2025, of Felony Murder, Homicide by Vehicle, Aggravated Fleeing a Law Enforcement Officer, Reckless Driving, and No Driver’s License following a five-day trial. Twelfth Judicial District Attorney Ryan Suggs announced the verdict.
The fatal incident occurred on Nov. 8, 2023, when Saint Louis fled from a U.S. Border Patrol checkpoint on U.S. Highway 54 and led officers on a high-speed chase reaching up to 120 miles per hour.
Upon entering Alamogordo city limits, Saint Louis drove northbound into the southbound lane of the Charlie Lee Memorial Relief Route at approximately 70 mph and struck motorcyclist Roger Wiley head-on around 12:30 p.m., killing the Otero County resident. Saint Louis was immediately apprehended.
Investigators discovered approximately 11.3 kilograms of methamphetamine in Saint Louis’s vehicle trunk, which the DEA seized for federal prosecution.
Roger’s Story
Roger had moved to Cloudcroft with his family during his sophomore year of high school.
At the time of his death, he was working at Vision Ford in Alamogordo, where he had developed a passion for mechanics and dreamed of mastering every make and model.
The Wileys shared with the Reader that Roger was adopted when he was a toddler. At the time, Vicky Wiley was working in law enforcement and had already met him at the police station twice. “It felt like it was meant to be,” she said.
“He was funny, brilliant, stubborn, sensitive, and loving. He survived a difficult beginning and grew into a hardworking young man with big plans and a kind heart,” Vicky Wiley said of her son.
“The last time I spoke to Roger was November 7, 2023,” Dusty Wiley said. “He called me after he voted.”
Dusty Wiley shared that the last time he spoke to Roger was on election day, the day before the incident.
Wiley ran for mayor in 2023, finishing second to Craig Turner, the day before his son’s accident.
Wiley said, “No parent expects to outlive their child, and there are no words strong enough to describe that kind of pain. Roger was my son. I love him. I miss him. And he cannot be replaced.”
Wiley won Cloudcroft’s November 2025 mayoral election. The conviction comes as he prepares to assume office in the mountain village.
Sentencing will be scheduled before District Court Judge Angie K. Schneider. Deputy District Attorney Arthur Van Haselen III and Senior Trial Attorney David McCardle prosecuted the case.
